Default NC "Weighted" Tag Fees

I you tow a trailer in NC and exceed the normal 4000 lbs (most full sized trucks exceed this amount) of a typical car tag here is the schedule of fees for tags for privately owned vehicles. Keep in mind that you must purchase enough weight to cover the weight of the tow vehicle, its load aboard and any loaded trailer that is towed behind it. Read it and weep:


CATEGORY: STANDARD ISSUE
Weighted

Yearly Fee(s) in addition to regular fees:
Regular: License fee based on weight of truck plus heaviest load to be hauled. Rates are:

$.63 per hundred lbs for 7,000 lbs. to 9,000 lbs.

$.78 for 9,001 to 13,000 lbs.

$1.06 for 13,001 to 17,000 lbs.

and $.1.20 for 17,001 to 26,000 lbs.

(a $3.00 driver education fee added to truck rates)

I just purchased a 2010 Chevy 1500 Z71 ext cab. Gross comes in at 7000 lbs. I have no trailer and won't for a while. When I got to the dealer today to pick up my tag, they slapped a weighted tag on her.

Can someone explain what's going on here?
