This clown has been in trouble before this. While off the VA coast, the Navy responded to a distress call. Seems this dunce had gotten some of his lines wrapped in his prop and rudder. The Navy spent several hours fixing this boat.
Then the Coast Guard inspected the work and let him get underway again. Within a day he "goes below" and what do you know, he is hard aground south of Avon pier. He needs to go back to a bath-tub for re-training. Plastic toys are all he is qualified to play with. He is a danger to the public.
