Each year for the last five, we have taken "TagNStick" from Pirates Cove and we are again this year. We go to Elbow Cay which is a barrier island off Marsh Harbor like Nags Head to Manteo. We will be there the 1st two weeks of May and will fish every day. Actually I will be leaving to come home May 17. I know the area very well and can get with you in advance with some charts, etc.. Ballyhoo is available but expensive and quality is suspect. We put a xtra freezor on board and take bait from Pirates Cove. We normally have bait left over so maybe you could get some of that and pay us back at home. In the past we caught TONS of gaffers, and average 2-6 billfish shots daily. Caught a grand slam. The 28 CC will be fine as you start fishing about one mile outside the reef. We use our normal OBX spread. It is a great place to fish and hang out.. Keep in touch..
